Customer Specific requirements to be fulfilled

Although more and more companies worldwide has been taking its Quality System certification (e.g.: ISO/TS 16949), all of them  have Customer Specific Requirements (CSR) to be fulfilled.
Do you think that is "fair"?
How is it possible standardize them into companies?
